CROWDFUNDING SYSTEMS: evaluation and government regulation in the conditions of reengineering
A crowdfunding model has been developed that makes it possible for all its participants to understand their own functions in such activities and allows them to take responsibility for the actions. For state and local authorities, the model makes it possible to understand the process of implementing a crowdfunding project to create the necessary infrastructure and regulate such activities. The proposed model of crowdfunding project implementation can become the basis for building new models that will address other aspects of crowdfunding. In order to implement effective state regulation of crowdfunding activities, it is necessary to develop a set of tools for state influence. A public administration tool is a way of performing managerial functions by means of the organizational and administrative influence of the subject of management on the behavior of the managed object in order to achieve the set management goals ( ȼɚɫɿɥɶɽɜɚ , 2010). The main features of crowdfunding regulation tools are that their content is aimed at existing and potential entrepreneurs who are the authors of projects, as well as at contributors who will be able to support the project financially. They also contain elements of the state's strategy, since they are aimed directly at achieving its development goals. Direct-action crowdfunding regulatory tools should be used in reverse order. This means that you should not implement a variety of laws, regulations and adapt the principles and methods of crowdfunding to them, but rather vice-versa. This is why it is important to study and determine all the processes of crowdfunding activities, and only then, taking into account the interests and needs of recipients, contributors of crowdfunding projects, as well as moderators of platforms, to develop the necessary changes to the current legislation on crowdfunding regulation. The instruments of state regulation of crowdfunding activities in the context of reengineering should include the following: ڰ improving the legal framework for crowdfunding; ڰ incentive tax policy and tax benefits for crowdfunding projects; ڰ providing a mechanism for the development of startups, innovation infrastructure, business incubators, and accelerators; ڰ development and implementation of a mechanism for dissemination of information about crowdfunding (creation of associations, government offices, etc); ڰ development of cooperation with international and Ukrainian crowdfunding Internet platforms; ڰ providing social guarantees for crowdfunding participants. 106
