as well as for social, cultural, artistic projects, etc. Such persons do not expect to make a profit from their activities, but they should be entitled to material security and social services from social funds. As for the development of startups, Ukraine has considerable potential for this. Thus, in the study of innovative States in 2019 «Global innovation index of countries» Ukraine was ranked 47th among 129 countries that were studied (The Global). At the same time, the main characteristic of the domestic economy, which contributes to its place in the ranking, is science and technology (28th place) (Fig 3.2). Fig 3.2. The experience of developed countries shows that it is important for the economy not only to have small and medium-sized enterprises, but also to have an optimal ratio between large, medium, and small companies. Small business is one of the most dynamic elements of the national economy. It helps reduce the imbalance in some commodity markets, reduce unemployment, and create additional jobs.
