CROWDFUNDING SYSTEMS: evaluation and government regulation in the conditions of reengineering

3.1. Concept of state regulation of crowdfunding systems State regulation of crowdfunding is necessary for the economic development of the country, but it is important to use only adequate tools of influence in this direction because excessive control and regulation of crowdfunding activities can lead to the closure of Ukrainian crowdfunding platforms and significant migration of labor and intellectual power, whose representatives are either project authors or contributors. In order to increase the level of efficiency of state regulation of crowdfunding activities, it is advisable to develop a concept of state regulation of crowdfunding, which can provide an opportunity to form the entire structure, its elements, functions, principles, and tools of influence. To form the concept of state regulation of crowdfunding activities, it is necessary to define the purpose, objectives, subject, and object of state management, functions, principles, and tools of state regulation. It is necessary to consider all components of the system of state regulation of crowdfunding. The purpose of state regulation of crowdfunding systems is to ensure the development of effective state regulation and create favorable conditions for the development of crowdfunding activities, namely: creating and improving the effectiveness of crowdfunding platforms, legalizing the income of authors of crowdfunding projects, motivating individuals to participate in crowdfunding projects, etc. The subject, that is, the governing subsystem of state regulation of crowdfunding activities is considered to be the state, which implements direct managerial influence on crowdfunding systems through central and local government bodies. The managed subsystem is an object of state regulation, i.e. crowdfunding activities, crowdfunding platforms, the interaction between the authors of crowdfunding projects, and the contributors who support them. In order to reach the goals and objectives set, it is advisable to consider managerial influence as actions of the subject of management aimed at changing the characteristics of the object of public administration (Gregus et al., 2015; Kaczor et al., 2013; Kryvinska, 2012; Kuzmin, Zhezhukha et al., 2020; Kuzmin, Ovcharuk et al., 2020; Molnár et al., 2014; Ortynska et 89
